In the System Configuration tool, click the Services tab, and then select the Hide all Microsoft services check box.
Then click the Disable All button to disable all non-Microsoft services.
Then click the Startup tab at the top and then Open Task Manager.
Once Task Manager opens, right-click each application on the right and select Disable.
Close Task Manager and click OK in the System Configuration Utility before restarting your computer.
Find Windows Powershell or Terminal in the Start menu and run it with administrator rights.
In the Powershell window, type
Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}and press Enter.

Make sure you don’t have any third-party programs installed that interfere with Windows updates.
Run a virus and malware scan to make sure your computer doesn’t have a virus that could be causing the problem.

Disconnect external peripherals and update third-party drivers.
